I have the honour to submit for the
signification of His Majesty's pleasure the following
Ordinance intituled: -
An Ordinance to provide for the incorporation of the
Secretary for Chinese Affairs.
2.
I enclose the report by the Attorney General
explaining the objects of the Ordinance.
3.
The Bill was treated as a Goverment measure;
and, although compliance with the latter part of Article XXVII of the Royal Instructions was not therefore strictly necessary, before introduction into the Legislative Council notice was given by two successive publications of the Bill
in the Government Gazettes of 16th and 23rd March, and
advertisements were inserted in two English and two Chinese
papers.
